The creation of all necessary conditions for a decent life and free human development is the fundamental component of the socio-economic strategy of Turkmenistan. The social vector in national policy contributes to achieving significant success in implementing the basic principle of the 2030 Agenda ‘leaving no one behind’. This principle lays a foundation for the policy pursued in the country to involve the population in socio-economic, political and other spheres of life.

Since the adoption of SDGs, Turkmenistan has taken a number of important steps. The short, medium- and long-term state policy documents implemented in the country strengthen the foundations of sustainable economic and social development. Enabling conditions are being created for the development of digitalization, entrepreneurship and the harnessing of innovative and environmentally friendly technologies for present and future generations.

The implementation of SDGs in Turkmenistan is a logical continuation of the country’s social policy and is focused on improving the general welfare of the population, the widespread adoption of a healthy lifestyle, creating conditions for inclusive, equal and high-quality education for all, ensuring gender equality, digitalization and innovation in all spheres of the economy.

A book titled "Turkmenistan is on the way to achieving the Sustainable Development Goals," by the National Leader of the Turkmen People, highlighted the main steps and actions taken by Turkmenistan to achieve sustainable development goals. The book was presented at the 73rd session of the United Nations General Assembly.

In 2019, Turkmenistan presented its first Voluntary National Review (VNR) titled "Empowering people and ensuring inclusiveness and equality." The report covered progress on quality education, decent work and economic growth, reducing inequality, climate action, peace development, justice and effective institutions, and expanding partnerships for sustainable development. The VNR also announced Turkmenistan's initiatives for regional and international sustainable development.

In July 2023, Turkmenistan presented its second Voluntary National Review on the progress of implementation of the  Global Agenda for Sustainable Development. The Agenda focuses on clusters Goals, including clean water and sanitation, affordable and clean energy, industrialization, innovation and infrastructure, sustainable cities and human settlements and partnerships for sustainable development. An importance role was assigned to the State Statistics Committee of Turkmenistan, which provided the collection of statistical data and prepared together with ministries and agencies concerned a statistical annex to the Review.

Turkmenistan has launched the process of implementing the SDGs from a good entry point due to the high level of integration of sustainable development goals and targets into national policy documents. Currently, the ultimate goal of the country's long-term development set out in all national policies, plans, concepts and other programmes that reflect the tasks laid down in the global Agenda until 2030, is to improve the standard of living and well-being of the population.

At the beginning of 2022, the country adopted a new long-term Programme ‘The Revival in a New Era of a Powerful State: The National Programme of Socio-Economic Development of Turkmenistan, 2022-2052’, where the achievement of the 2030 Agenda for Sustainable Development has an important place.
